海拉尔地处中国北疆,清朝雍正年间始建。自建城始,便作为呼伦贝尔地区政治中心城市。近代以来,随着中东铁路的修建,海拉尔迎来新的发展契机,进入了快速发展时期。原呼伦贝尔城的称呼渐渐被海拉尔所取代。九一八事变以来,随着海满抗战的失败,海拉尔城市发展因日本侵略而中断。抗战胜利后,海拉尔人民选择了中国共产党领导下的民族自治道路。分析海拉尔城市发展的因素,政治因素和商贸因素发挥了重要作用,其次为交通因素和沙俄势力的影响。结合历史与现实,海拉尔未来的发展要充分发挥其区位优势和文化底蕴,更好的发挥区域中心城市的作用。

Hailar is located in the northern border of China,It was built in Yongzheng period of Qing Dynasty.Hailar has been the political center of Hulunbuir since its establishment.Since modern China,with the construction of the Middle East Railway,Hailar has ushered in a new development opportunity and entered a period of rapid development.The original Hulunbuir city was gradually replaced by Hailar.Since the September 18th Incident,with the failure of the Anti Japanese war between Hailar and Manchuria,the development of Hailar City was interrupted by Japanese aggression.After the victory of the Anti Japanese War,the Hailar people chose the road of national autonomy under the leadership of The Communist Party of China.Analysis of Hailar City development factors,political factors and business factors played an important role,followed by traffic factors and the influence of tsarist Russia.Combined with history and reality,Hailar's future development should give full play to its regional advantages and cultural heritage,and better play the role of regional central city.
