摘要 及时掌握土地利用信息是进行土地用途管制、基本农田保护和土地利用规划的必要条件;及时有效地监测土地资源的变化趋势,有利于土地资源的持续发展与规划。该文分析利用多源高分遥感影像进行土地利用动态监测的内涵、技术方法和应用情况,建立相应的技术流程,包括辐射校正、多源高分影像区域网联合平差、正射纠正、影像融合、基于面向对象与深度学习的土地利用信息提取、基于CA-Markov模型的土地利用变化分析。从全国土地调查、土地利用/土地覆盖监测、耕地变化监测和城市建设用地监测等方面总结我国在土地利用动态监测方面的应用情况,以期为国土综合管理、土地利用总体规划、农田保护、执法检查和土地综合整治等提供技术支撑。 Timely grasp of land use information is a necessary condition for land use control,basic farmland protection and land use planning;timely and effective monitoring of the change trend of land resources is conducive to the sustainable development and planning of land resources.The connotation,technical methods and application of land use dynamic monitoring using multi-source high-resolution remote sensing images are analyzed,and the corresponding technical processes are established,including radiation correction,joint adjustment of multi-source high-resolution remote sensing images,orthophoto correction,image fusion,land use information extraction based on object-oriented and deep learning,and land use change analysis based on CA-Markov model.This paper summarizes the application of land use dynamic monitoring in China from the aspects of national land survey,land use/cover monitoring,cultivated land change monitoring,urban construction land monitoring and so on,in order to provide technical support for comprehensive land management,overall land use planning,farmland protection,law enforcement inspection,comprehensive land improvement and so on.
