摘要
为使我国交通运输领域在未来实现最大程度减碳,综述研究了城市交通减碳策略及减碳体系实施成效。在确定拟研究减碳策略的基础上,聚焦于策略的减碳表现及经济社会影响以厘清策略实施效果,同时从策略组合与体系构建层面分析效率较高的减碳体系构建思路。通过系统梳理,提出城市交通减碳需循序渐进消除交通碳源并改变人们出行行为,未来应着重建立以能源更替及多种出行方式为核心的长效减碳方案,近期应以减碳为目标探索构建成本效益良好的减碳策略组合,策略实施过程中应注意跟踪实施成效并尝试逐步建立地区间交通减碳信息共享机制以形成良性反馈。
In order to achieve the maximum carbon reduction in China′s transport sector in the future,this study reviewed the effects of urban transportation carbon reduction strategies and systems.Based on determining the scope of carbon reduction strategies,this paper firstly focused on the reduction performance and social impact of various strategies to clarify the implementation effect of these strategies.At the same time,it analyzed the construction idea of carbon reduction system with high efficiency from the perspective of strategy combination and system construction.Based on the analysis above,this study proposed that it was necessary to eliminate carbon sources and change residents′travel behaviors gradually.The suggestions are as follows.Firstly,it is of great importance to establish a long-term carbon reduction plan centered on energy replacement and various travel modes.Secondly,there should be explorations of new strategies focusing on carbon reduction with good cost-effectiveness in the near future.Thirdly,it is vital to track the implementation effect of the strategies and establish an intercity information sharing mechanism to form a positive feedback.
