论全过程人民民主本质要求下的政府治理现代化

On the Modernization of Governmental Governance under the Essential Requirement of Whole-Process People’s Democracy

全过程人民民主是中国共产党领导全中国人民对民主政治道路的成功探索与实践总结。全过程人民民主具有民主制度系统性、民主主体全民性、民主流程全面性、民主协商双向性、民主自治广泛性和民主结果真实性等基本特征。在发展全过程人民民主这一本质要求下,我国政府治理必须增强政府治理制度的系统民主性、政府治理主体的全民民主性、政府治理流程的全面民主性、政府治理协商的双向民主性、民主自治治理的广泛实效性与政府公共服务的均衡可及性。推进中国式政府治理现代化,必须完善政府民主治理制度、培育政府治理多元主体、规范政府治理流程、健全政府治理协商、完善民族区域自治与基层民主自治、以人民美好生活需要为导向完善公共服务体系。

The whole-process people’s democracy is a successful exploration and practical summary of the path of democratic politics by the Chinese people under the leadership of the Communist Party of China. The whole-process people’s democracy has such basic features as systematicness of democratic system, universality of democratic subjects, comprehensiveness of democratic process, bidirectional democratic consultation, universality of democratic self-government and authenticity of democratic results. Under the essential requirement of developing whole process democracy, China’s governmental governance must enhance the systemic democracy of governmental governance system, universal democracy of governmental governance subjects, comprehensive democracy of governmental governance process, two-way democracy of governmental governance consultation, extensive effectiveness of democratic self-governance and balanced accessibility of governmental public services. To promote the modernization of Chinese-style governmental governance, it is necessary to improve the democratic governmental governance system, cultivate pluralistic subjects of governmental governance, standardize the governmental governance process, improve governmental governance consultation, improve ethnic regional autonomy and grassroots democratic autonomy, and improve the public service system oriented to the people’s needs for a better life.
