政务大数据治理的内涵辨析与逻辑建构--基于“本体—工具—目标”的分析视角 被引量:6

摘要 随着技术思维发展成熟,政务大数据指涉转向信息资源层面,政务大数据治理进入资源整合阶段。政务大数据治理着眼于本体流变状态,放眼于环境交互过程,最终指向功能实现程度,是由信息生命周期、信息生态系统、信息效能评价组成的复杂系统。政务大数据治理的逻辑主线是政府部门通过组织力量、制度建设、协商过程等组织工具,调动公众需求、人力资本、技术资源等组织资源,对履行职能过程中主动采集和自动生成的海量数据资源进行开发整治。为实现政务大数据治理的高质量发展,需要在实践路径上变“技术主导”为“资源整合”,变“结果管理”为“过程管理”,变“碎片化管理”为“整体性治理”,变“运动式治理”为“常态化治理”。 With the development of mature technical thinking, the reference to big data in government affairs has shifted to the level of information resources, and the governance of big data in government affairs has entered the stage of resource integration. Big data governance of government affairs focuses on the ontology flow state, looks at the environmental interaction process, and ultimately points to the degree of functional realization, which is a complex system consisting of information life cycle, information ecosystem, and information effectiveness evaluation. The logical main line of big data governance in government affairs is that government departments develop and improve the massive data resources collected and automatically generated in the process of performing functions through organizational strength, system construction, consultation process and other organizational tools, and mobilize public demand, human capital, technical resources and other organizational resources. In order to realize the high-quality development of big data governance of government affairs, it is necessary to change the practice path from “technology domination” to “resource integration”, from “result management” to “process management”, from “fragmented management” to “holistic governance”, and from “campaign-style governance” to “conventional governance”.
