地方政府财源建设相关政策:现状、比较及思考

Study on Policy System of Financial Source Construction of Local Governments

受国内外经济形势和疫情影响,地方财政压力较大,政府高度重视财源建设,以解决民生支出及调控资金需求。本文搜集并整理了九大典型城市的财源建设相关政策,并对政策进行了比较分析,提炼政策体系共性,为其他城市提供借鉴。此外,基于研究,提出了对当前地方政府建设政策体系的几点思考。

Influenced by international and national economic situation,as well as the COVID-19 epidemic,the pressure of government budget enhanced in current years and financial source construction becomes more and more important for local governments.This paper selected nine cities as examples to compare the policy system of financial source construction to find out the practice in common and provide reference for other local governments.Based on comparison this paper also put forward some points in deep thinking.
