乌卡时代大都市圈视角下京津冀机场群与城市群协同发展研究

Research on strategic path and countermeasures for the coordinated development of Beijing-Tianjin-Hebei airport cluster and urban agglomeration from the perspective of metropolitan area in the VUCA era

首先以乌卡时代为研究背景,从都市圈机场群、城市群的界定入手,对机场群、城市群、乌卡时代、协同发展进行理论溯源,探索了机场群与城市群的互动机理与演化阶段;然后分析了疫情冲击下京津冀机场群与城市群的发展现状,在此基础上从机场群与城市群互适程度测评体系和机场群内部协同效应测评体系两个层面构建了机场群与城市群的协同发展评价体系,据此揭示出京津冀机场群与城市群协同发展存在的五大问题;最后在大都市圈视角下,设计了乌卡时代京津冀机场群与城市群协同发展的战略路径,并从调整京津冀机场群职能、实施错位发展,完善京津冀机场群的综合交通体系,提高京津冀机场群整体虹吸效应、进一步提升国际影响力,依托区域临空经济体系、推动京津冀机场群与城市群紧密互动四个维度提出了京津冀机场群与城市群协同发展的创新对策。

First of all,taking the VUCA era as the research background,starting from the definition of airport cluster and urban agglomeration in the metropolitan area,this paper traces the theoretical source of airport cluster,urbanagglomeration,VUCA era and coordinated development,and explores the interaction mechanism and evolution stage of airport cluster and urban agglomeration,and then analyzes the development status of Beijing-Tianjin-Hebei airport cluster and urban agglomeration under the impact of COVID-19.On this basis,it constructs the evaluation system of the coordinated development of the airport cluster and urban agglomeration from two aspects:the evaluation system of the mutual adaptability of the airport cluster and urban agglomeration and the evaluation system of the internal synergistic effect of the airport cluster,thus five major problems existingin the coordinated development of the Beijing-Tianjin-Hebei airport cluster and urban agglomeration are revealed;Finally,from the perspective of the metropolitan area,this paper designs a strategic path for the coordinated development of the Beijing-Tianjin-Hebei airport cluster and urban agglomeration in the VUCA era.The paper puts forward some innovative countermeasures for the coordinated development of the Beijing-Tianjin-Hebei airport cluster and urban agglomeration such as adjusting the functions of the Beijing-Tianjin-Hebei airport cluster,implementing the dislocation development,improving the comprehensive transportation system of the Beijing-Tianjin-Hebei airport cluster,improving the overall siphon effect of the Beijing-Tianjin-Hebei airport cluster and further enhancing the international influence and based on the regional airport economic system,promoting the close interaction between the Beijing-Tianjin-Hebei airport cluster and urban agglomeration.
