摘要
为客观量化帆船体验项目的总体风险等级,确保帆船航行安全,将广州塔海心沙水域帆船体验项目拟使用的珐伊26、V90帆船及两条航线作为研究对象,构建人-船-环境-管理四个角度的一、二级风险评价指标;运用层次分析法和熵权法对二级风险评价指标进行主客观组合赋权,以改进传统层次分析法评价的主观片面性;依照所构建的帆船体验项目二级风险评价指标评分准则,对各二级风险评价指标实际数据进行客观评分,以克服以往人为评价的主观性。结果表明,在广州塔海心沙水域开展帆船体验项目风险等级低,航线方案可行性强;同时为帆船体验项目提出了专项的安全建议。
To objectively quantify the overall risk level of relevant sailing experience project and ensure sailing safety,this paper takes the FAYI 26 and V90 sailing ships and the two routes planned to be adopted in the Canton Tower Haixinsha Sailing Experience Project as the research objects, and develops the first and second-level risk assessment indexes from the four angles of man ship environment and management. To avoid the subjective one-sidedness of the traditional AHP assessment, the AHP and entropy weight methods are used to assign weights to the secondary risk assessment indexes.According to the quantitative criteria of the second-level risk assessment indexes of the sailing experience project, the actual data of each second-level risk assessment index are objectively scored, so as to overcome the subjectivity of the previous manual assessment. The results show that the risk level of the sailing experience project in Canton Tower Haixinsha water area is low, and the routing scheme is feasible. Meanwhile, this paper puts forward specific safety suggestions for sailing experience projects.
