通过介绍船舶动力变更登记的相关案例,分析“有动力自航船舶”变更为“保有动力非自航船”的合法性,剖析保有动力非自航船舶后续安全隐患及监管问题,为船舶检验、海事监管工作提供可行性建议。
Based on an introduction of cases of ship’ s power change registration, the paper studies the legitimacy of changing self-propelled ships with power to non-self-propel led vessel retaining power. It probes into the potential safety hazard of non-self-propel led vessel retaining power and the problems in supervision and regulation, with a view to providing feasible suggestions on ship survey and maritime administration.
