摘要
以三级医院评审标准和三级公立医院高质量发展为导向,采用文献分析法、专家咨询法、关键绩效指标考核法等方法,构建了三级综合医院外科目标管理评价指标体系。建立起由综合管理、医疗、护理、教学、科研、财务等6个目标方案组成的目标管理评价体系,并通过实证分析总结了重庆市某三甲医院目标管理实践成效。对构建科学、规范、可操作的目标管理考核指标体系,规范医院管理、提高管理效能、促进医院高质量发展具有重要意义。
Guided by the accreditation standards for tertiary hospitals and the high-quality development goals of tertiary public hospitals,we established a Management by Objectives(MBO)-based assessment index system for the surgical departments in a tertiary general hospital based on literature review,expert consultations,and key performance index assessment methods.An MBO-based assessment index system consisting of six objective programs(including comprehensive management,medical practice,nursing,teaching,scientific research,and finance)was established,and the practice of MBO in the tertiary hospital in Chongqing was summarized by empirical analysis.It is of great significance to build a scientific,standardized and operable target management assessment index system,standardize hospital management,improve management efficiency,and promote the high-quality development of hospitals.
