医院招标采购过程中社会招标代理机构质量评价体系的构建与应用研究

Creation and application of quality evaluation system for bidding agencies involved in hospital bidding and procurement

目的建立招标采购过程中社会招标代理机构质量评价体系,为安全高效的采购提供新的工作思路和方法。方法建立科学的社会招标代理机构质量评价体系,按年度评分,对评分较低的代理机构降低抽取权重,针对项目情况,软件自动抽取社会招标代理机构进行招标工作。结果通过社会招标代理机构质量评价,有效提高了招标代理机构的配合程度,招标过程中,在委托代理合同签订、招标文件书写、招标现场组织方面质量明显提高,差异有统计学意义(P<0.05),招标文件编写时间从(8.7±4.3)天下降到(3.1±1.9)天,专家论证时间从(10.9±2.3)天下降到(4.7±2.5)天,经比较,差异具有统计学意义(P<0.01)。结论通过建立科学的社会招标代理机构质量评价体系,能够为招标采购工作提供有效的方法和工具,从而提高工作质量和效率。

Objective To develop a quality evaluation system for bidding agencies involved in hospital bidding and thus ensure safe and efficient procurement.Methods A scientific quality evaluation system for bidding agencies was developed.Agencies were scored annually,and the extraction weights were lowered for agencies with lower scores.The software could automatically extract bidding agencies for bidding based on the context of a specific project.Results The quality evaluation of bidding agencies effectively improved the cooperation of bidding agencies.The quality of the bidding process was significantly improved in terms of agreement signing,bidding document writing,and on-site organization(all P<0.05).The time required for bidding document preparation was significantly reduced from(8.7±4.3)days to(3.1±1.9)days(P<0.01),and the expert review time significantly decreased from(10.9±2.3)days to(4.7±2.5)days(P<0.01).Conclusions A scientific quality evaluation system for bidding agencies can effectively improve the quality and efficiency of bidding and procurement.
