India-Vietnam Relations in the Perspective of Indo-Pacific:New Progress,New Trends and Impact on China

美国“印太战略”自提出以来,得到了印度和越南的积极响应。印越两国为更好地实现其在“印太”的战略对接,积极推动双方在政治、经贸和军事防务等领域的互动与合作。然而,印越关系发展仍存在诸多局限,两国对“印太”观念的认知也存在差异。印越在经贸层面对中国的依赖限制了两国制衡中国的战略目标。同时,印越双边关系发展还受制于美国的战略影响。未来,经贸和安全防务合作仍是双边关系发展的重要支柱。印越双边关系会更加趋于平衡和全面。印度和越南将寻求自身战略自主性,避免卷入大国战略斗争的漩涡。印越两国加强“印太”合作将给中国带来一定的负面影响,一方面会影响中国同印越两国之间的贸易关系,另一方面会加剧中国周边安全环境的复杂性,尤其是损害中国在南海的合法权益。

The U.S.Indo-Pacific Strategy has received positive responses from India and Vietnam since it was put forward.In order to better align their strategies in the Indo-Pacific,India and Vietnam have actively promoted their interactions and cooperation in politics,economy,trade and military defense.However,there are still many limitations in the development of India-Vietnam relations.There are still differences between India and Vietnam on the concept of“Indo-Pacific”.the two countries are also subject to strategic constraints from China and the United States.In the future,economic,trade and security and defense cooperation will remain important pillars for the development of bilateral relations.India-Vietnam relations will become more balanced and comprehensive.India and Vietnam will seek their own strategic autonomy and avoid being sucked into the vortex of great power strategic struggle.The strengthening of Indo-Pacific cooperation between India and Vietnam will bring certain negative impacts to China.On the one hand,it will affect the trade relations between China and India and Vietnam,and on the other hand,it will aggravate the complexity of China s surrounding security environment,especially damage China s legitimate rights and interests in the South China Sea.
