安哥拉边际油田法案对深海油田开发价值影响研究

安哥拉是我国在非洲的第一大石油进口来源国,也是我国在非洲的重要经济贸易伙伴。安哥拉境内90%的原油来自位于深水和超深水的下刚果盆地,使得勘探开发成本较高,因此国际石油公司减少投资、放缓节奏,影响了安哥拉财政收入。为改变局面,边际油田法案应运而生,这对深海油田尤其是经济效益处于边际状态的深海油田产生正向影响。安哥拉政府让渡一部分经济利益给石油公司,鼓励深海边际油田开发,不仅可以提高国内原油产量,还可以增加政府财政收入并带动就业和经济发展,从而实现安哥拉政府与石油公司共赢的局面。

Angola is the largest oil exporter in Africa for China,and also an important economic trade partner of China in Africa.More than 90 percent of Angola’s crude oil comes from the Lower Congo Basin in deep and ultra-deep water,making exploration and development more expensive.As a result,international oil companies have cut or slowed down investment,which have affected Angola’s fiscal revenue.In order to change the situation,the Marginal Oil Field Act came into being,which has a positive impact on deep-sea oil fields,especially those with marginal economic benefits.The Angolan government transfers part of its economic benefits to oil companies and encourages the development of deep-sea marginal oil fields,which can not only increase domestic crude oil production,but also increase government fiscal revenue and promote employment and economic development,so as to achieve a win-win situation between the Angolan government and oil companies.
