Rural Revitalization and High-quality Development in the Context of Chinese Path to Modernization(Written Discussion)

农业农村现代化决定了中国现代化的成色。党的二十大报告第四部分“加快构建新发展格局,着力推动高质量发展”中有专节论述全面推进乡村振兴。在日前召开的中央农村工作会议上,习近平总书记指出,全面推进乡村振兴是新时代建设农业强国的重要任务。如何扎实推进乡村产业、人才、文化、生态、组织五大振兴,高质量实现农业农村现代化,是当前亟需回答的重大理论和现实问题。为此,本刊以笔谈形式,以“中国式现代化语境下的乡村振兴与高质量发展”为主题,组约了一批长期奋战在乡村振兴建设一线的学者的最新成果,力图把他们对乡村振兴理论与实践的新探索和新观点展示出来。李小云教授团队在云南的系列实践以乡村产业为切入口、紧紧抓住对乡村建设过程中功能的再认识问题,很好地解决了农民收入提升这一关键问题。刘祖云教授着眼于乡村生态振兴与生态乡村建设的议题,从生态乡村建设的理论来源出发,探讨生态乡村建设这一学术命题如何从理论领域走向实践领域。张琦教授提出,乡村的全面振兴为实现高质量发展提供了坚实的物质及安全保障、制度改革保障、广阔市场发展空间和人才智力支撑,是解决中国特色社会主义事业前进道路上问题矛盾的关键。

The modernization of agriculture and rural areas determines the quality of China’s modernization.The fourth part of the report of the 20th National Congress of the Communist Party of China,“Accelerating the construction of a new development pattern and striving to promote high-quality development”,has a special section on comprehensively promoting rural revitalization.How to solidly promote the five revitalization of rural industry,talent,culture,ecology and organization,and achieve high-quality agricultural and rural modernization is a major theoretical and practical problem that needs to be answered urgently at present.For this reason,in the form of written talks,a group of scholars who have been fighting in the front line of rural revitalization construction for a long time have been invited to present their latest achievements,trying to show their new explorations and perspectives on rural revitalization theory and practice,with the theme of“rural revitalization and high-quality development in the context of Chinese path to modernization”.The series of practices in Yunnan of Professor Li Xiaoyun’s team take rural industry as the entry point,and focus on the problem of re-understanding the functions in the process of rural construction,which well solved the key problem of increasing farmers’income.Focusing on the issues of rural ecological revitalization and ecological rural construction,Professor Liu Zuyun discusses how the academic proposition of ecological rural construction moves from the theoretical field to the practical field from the theoretical source of ecological rural construction.Professor Zhang Qi proposed that the overall revitalization of the countryside provides a solid material and security guarantee,system reform guarantee,broad market development space and talent intelligence support for achieving high-quality development,which is the key to solving the problems and contradictions on the path of socialism with Chinese characteristics.
