“十四五”时期中国旅游产业发展:地区差异、热点演变及高质量路径——基于31省份规划文本解读

The Development of China’s Tourism Industry in the 14th Five-Year Period:Regional Differences, Hotspot Evolution and High Quality Path: Interpretation of 31 Provincial Planning Texts

利用ROST文本分析工具,基于31个省份的“十三五”规划和“十四五”规划62份规划文本文件,从产业地位和产业方向两方面分析了“十四五”时期中国旅游产业发展的地区差异,探索了旅游产业规划的热点及演变方向。研究发现:“生态”“保护”“数字”及“国际”成为“十四五”时期旅游产业发展的共性目标;红色旅游、乡村旅游、冰雪体育旅游、文化遗产旅游和生态康养旅游成为产业发展重要方向;旅游产业在产业结构、产品供给、产业方向以及规划重点四个方面实现战略转变;进一步从创新旅游产业发展模式、扩大旅游产业发展路径、提升旅游产业发展质量三方面探索旅游产业高质量发展路径。

Based on 62 planning texts of the Thirteenth Five-Year Plan and the Fourteenth Five-Year Plan in 31 provinces of China, this paper analyzes the regional differences in the integrated development of Chinese tourism industry in the Fourteenth Five-Year Plan from two aspects of industrial status and industrial direction, and explores the hot spots and evolution direction of tourism industry planning. It is found that “ecology”, “protection”, “digital” and “international” have become the common goals, red tourism, rural tourism, ice and snow sports tourism, cultural heritage tourism and ecological health tourism have become important directions for the development of tourism industry in the Fourteenth Five-Year Plan period;The cultural tourism industry has realized strategic transformation in four aspects: Industrial structure,product supply, industrial direction and planning focus. The paper further explores the high-quality development path of cultural tourism industry from three aspects: Innovating the development mode of cultural tourism industry, expanding the development path of cultural tourism industry and improving the development quality of cultural tourism industry.
