Central Ecological Environmental Protection Supervision System: Implementation Effect, Problem Screening and Countermeasures

中央生态环境保护督察制度,是党中央、国务院推进生态文明建设的一项重大制度安排,也是一项重大改革举措。在对中央生态环境保护督察制度实施进展进行回顾的基础上,系统分析了制度实施7年以来,在生态环境质量改善、社会生态环境保护意识增强以及区域产业发展质量提升等方面取得的成效;剖析了督察制度实施中存在的问题,从五个方面提出了完善中央生态环境保护督察制度的对策建议,即总结提炼督察实践经验,实现督察标准化;加强督察队伍能力建设,强化执行精准化;建立督察工作长效机制,促进督察规范化;创新生态环保督察方式,提升督察公信力;建立健全法律法规体系,推进督察法制化。

The central ecological environment protection supervision system is a major institutional arrangement for the CPC Central Committee and the State Council to promote the construction of ecological civilization, and also a major reform measure. Based on the review of the implementation progress of the central ecological environmental protection supervision system, this paper systematically analyzed the achievements in the improvement of ecological environment quality, the enhancement of social ecological environmental protection consciousness and the improvement of regional industrial development quality since the implementation of the system for seven years. This paper analyzed the existing problems in the implementation of the supervision system and proposed some countermeasures and suggestions for perfecting the supervision system of the central ecological environment protection from five aspects: summarizing and refining the practical experience of supervision, and realizing the standardization of supervision;strengthen the ability construction of the inspector team, strengthen the implementation of precision;establishing long-term mechanism of supervision work, promoting the standardization of supervision;innovating the way of ecological environmental protection supervision and enhance the credibility of supervision;establishing and improving the legal system, promoting the legalization of supervision.
