The Strategic Implications of Indo-Pacific Economic Framework and China’s Countermeasures

“印太经济框架”是美国为弥补“印太战略”的经济短板而制定的非传统型经贸协定,在议题设置上聚焦新兴经济领域,旨在保障美国在关键领域竞争中的主导权,实现对华开展地缘经济遏制以重返亚太地区经济合作机制的目标。尽管“印太经济框架”的效能还有待观察,但由于其针对中国的战略意蕴极其明显,可能对中国数字经济等新兴产业、“一带一路”倡议中的基础设施建设和制造业发展、中国在亚太地区供应链体系中的地位、企业的正当经济活动和话语权产生影响。有鉴于此,中国应以开放促改革,从双边、区域和多边层面推动亚太地区国家间经济合作,通过强化规则建构能力以提升话语权,更好地应对“印太经济框架”。

The Indo-Pacific Economic Framework is a non-traditional economic and trade agreement formulated by the United States to make up for the economic shortcomings of the Indo-Pacific Strategy. In terms of agenda setting, it focuses on the emerging economic field, aiming to ensure the dominance of the United States in the competition in key fields, and realize the goal of carrying out geo-economic containment against China to return to the economic cooperation mechanism in the Asia-Pacific Region. Although the effectiveness of the Indo-Pacific Economic Framework remains to be seen, due to its obvious strategic implications for China, it may have an impact on emerging industries such as China’s digital economy, infrastructure construction and manufacturing in the Belt and Road Initiatives, China’s supply chain system, legitimate economic activities of the enterprise and voice in the Asia-Pacific Region. Therefore, China should accelerate reform by opening up and promote bilateral, regional and multilateral economic cooperation among Asia-Pacific countries. Besides, China should strengthen its ability to construct rules to enhance its voice and better cope with the Indo-Pacific Economic Framework.
