“双高计划”绩效评价的时代价值、体系解析与发展展望 被引量:6

摘要 作为推进“双高计划”实施的重要抓手,绩效评价承载着衔接“自上而下”的政策意图和“自下而上”院校推进的重要任务,是推进中国式职业教育现代化的重要一环。现有“双高计划”绩效评价体系应时而生,具有注重评价主体的上下贯通、强调评价指标的多维结构以及突显项目实施全程监测等特点。在“双高计划”的中后期推进阶段,绩效评价的侧重点需进行阶段性调整,以新时代中国职业教育类型化发展和新体系建构为主线,强化以评价促进区域职业教育特色化发展,并注重将人工智能及大数据等新技术手段应用于评价中,将截面数据与长期追踪数据相呼应,实现定性评价与定量评价的有机结合。 As an important starting point to promote the implementation of the“double-high plan”,performance evaluation carries the important task of connecting the policy intention of“top-down”and the institutions’promotion of“bottom-up”,and is an important part of promoting the modernization of Chinese style vocational education.The existing performance evaluation system of the“double-high plan”should come into being at the right time,with the characteristics of focusing on the integration of the evaluation subject,emphasizing the multidimensional structure of evaluation indicators,and highlighting the whole process monitoring of project implementation.In the middle and later stages of the“double-high plan”,the focus of performance evaluation needs to be adjusted by stages.With the typed development of China’s vocational education in the new era and the construction of a new system as the main line,the evaluation should be strengthened to promote the development of regional vocational education with characteristics,and new technical means such as artificial intelligence technology and big data should be applied to the evaluation,echoing sectional data with long-term tracking data,so as to realize the organic combination of qualitative evaluation and quantitative evaluation.
