“双高计划”中期绩效评价“怎么看”与“怎么办”——基于56所高水平高职院校自评文本的分析 被引量:4

摘要 从建设逻辑看,“双高计划”是一种以结果为导向的制度安排,并在整个建设过程中辅以具体的任务指标来强化所要达成的建设结果,旨在通过对未来高职院校应然状态的功能性解构和指标化描绘,引导各项目学校按照计划达成既定目标,较为重视具体目标的达成度。对55所学校自评文本的梳理发现,指标体系的强牵引作用显著,建设目标得到较好实现,96.36%的项目学校完成或超出中期建设目标,85.45%的学校专业群完成进度均达到或超出目标任务;项目学校得到了多方支持,平均经费到位率达104.15%,建设基础稳步增强;项目学校辨识度更加清晰,建设成果更加丰富多元,呈现出“百校百面、百花齐放”的发展样态。针对评价中出现的新问题和新趋势,还需进一步聚焦质量提升,关注评价过程,重视评估结果,全面推进职业教育教学改革。 From the perspective of construction logic,“double-high plan”is a result-oriented institutional arrangement,and supplemented with specific task indicators to strengthen the whole construction process to strengthen the construction results.The aim is to guide the project colleges to achieve established goals according to the plan and pay more attention to the achievement of specific goals through the functional deconstruction and index description of the future proper state of higher vocational colleges.The review of the self-evaluation texts of 56 schools found that the index system had a significant strong traction effect,and the construction target was well achieved.96.36%of the project schools completed or exceeded the medium-term construction target,and 85.45%of the specialty groups of the colleges reached or exceeded the target task.The project colleges have received multiple support and the ratio of targeting reached 104.15%.The foundation for construction was steadily strengthened.The identification of the project colleges is more clear,and the construction results are more rich and diversified,showing the development pattern of“a hundred schools look like a hundred flowers bloom”.In view of the new problems and new trends arising in the evaluation process,it is still necessary to further focus on the quality improvement,pay attention to the evaluation process,pay attention to the evaluation results,and comprehensively promote the reform of vocational education and teaching.
