为何与何为:“普职分流”从《职业教育法》中的“消失”

Why and How to Do:“Diversion of General Education and Vocational Education”Disappears from the“Vocational Education Law”

新修订的《职业教育法》没有保留普职分流相关表述,这并非意味着普职分流政策的终结。普职分流是世界范围内建构教育体系的主流逻辑,具有不可替代的现实价值和长远意义,我国现阶段不会取消普职分流反而需要更加成熟的普职分流。我国的普职分流政策长期被“简单化、功利化、僵固化,背离初衷、偏离价值、流失民意”等问题所困扰,根源是“重普教轻职教”的教育导向和“普强职弱”的教育结构。要充分认识和把握普职分流与普职协调发展之间的“互动强化循环”关系,坚持“政府统筹、政策引领,点面结合、内外联动”思路,以构建普职教育协调发展新格局为根本,全方位推进“普职分流”政策适应时代、顺应民意、彰显价值。

The newly revised Vocational Education Law does not retain the relevant expression of diversion of general education and vocational education,which does not mean the end of the policy of the diversion of general education and vocational education.Diversion of general education and vocational education is the mainstream logic of constructing the education system all over the world,which has irreplaceable practical value and long-term significance.China will not cancel it at this stage,but needs a more mature diversion of general education and vocational education.China’s diversion of general education and vocational education has been plagued by problems such as“simplification,utilitarianism,rigidity,deviation from the original intention,deviation from value and loss of public opinion”for a long time.The root causes are the educational orientation of“emphasizing general education over vocational education”and the educational structure of“strengthening general education and weakening vocational education”.Only by fully grasping the“interaction strengthening cycle”relationship between the diversion of general education and vocational education and the coordinated development,adhering to the idea of“government overall planning,policy guidance,point-plane combination and internal-external linkage”,and based on the construction of a new pattern of coordinated development of general vocational education,can we comprehensively promote the policy of diversion of general education and vocational education adapt to the times,comply with public opinion and highlight its value.
