民生财政视角下低收入群体实现共同富裕的指标体系构建与路径探析

Index System Construction and Realization Path for Low-income Groups to Achieve Common Prosperity from the Perspective of People’s Livelihood Finance

消除贫困、改善民生、实现共同富裕是社会主义的本质要求。在推进全体人民实现共同富裕的过程中,低收入群体由于自身教育程度、创富能力、社会资源、就业机会等方面的不足,很难通过市场资源配置实现财富的快速增加,需要通过民生财政为其托底保障和精准施策。低收入群体是实现全体人民共同富裕目标的关键和重点,推进低收入群体实现共同富裕是最艰难、最急需的任务和挑战,也是实现中间大、两头小的橄榄型分配结构的必由之路,更是实现社会公平正义与国家和谐安定的必然要求。为此,应充分利用民生财政,发挥政策效应,加强制度保障,从促增收和强保障两方面加快推进低收入群体实现共同富裕。

Eliminating poverty,improving people’s livelihood and realizing common prosperity are the essential requirements of socialism.In the process of promoting the realization of common prosperity for all people,due to their lack of education,wealth creation ability,social resources,employment opportunities and other aspects,it is difficult for low-income groups to achieve rapid increase in wealth through market resource allocation.They need to be guaranteed and precisely implemented through the livelihood finance policy.The low-income groups are the key and top priority to achieve the goal of common prosperity for all people.Promoting the realization of common prosperity for low-income groups is the most difficult and urgent task and challenge.It is the only way to achieve the olive shaped distribution structure with large in the middle and small at both ends,and it is also the inevitable requirement to achieve social equity and justice and national harmony and stability.To this end,we should make full use of the people’s livelihood finance,give play to the policy effect,strengthen the institutional guarantee,and accelerate the realization of common prosperity for low-income groups from the two aspects of promoting income growth and strengthening security.
