隐私与价值:数智时代我国图书馆数据秩序平衡之道

Privacy and Value:Balancing the Data Order of Chinese Libraries in the Era of Big Data and Artificial Intelligence

数智时代数据作为重要的资源,其生产资料价值需求与隐私安全不平衡问题备受社会关注。论文在对图书馆数据价值、隐私等现状分析的基础上,探索用户数据价值与隐私互补机制,构建法治、共治、自治框架以平衡价值与隐私关系,认为我国图书馆需要自我革新,不仅加强对数据价值关注,而且要从网络信息的公开属性方面关注隐私与价值问题,这样才能有助于数据的规范化使用,进而充分发挥价值,形成图书馆事业高质量发展新秩序。

As an important resource in the digital intelligence era,the imbalance between the value demand of the means of production and the privacy security of data has attracted much social attention.Based on the analysis of the current situation of library data value and privacy,this paper explores the complementary mechanism between user data value and privacy,and constructs a framework of rule of law,co governance,and autonomy to balance the relationship between value and privacy.It believes that China’s libraries need to innovate themselves,not only pay more attention to data value,but also pay attention to privacy and value issues from the perspective of the public attribute of network information,so as to help standardize the use of data,and give full play to the value and form a new order of high-quality development of the library cause.
