With the acceleration of urbanization, the population, function and scale have been constantly expanding, while the development mode, industrial structure and regional layout have undergone profound changes. As a result, urban operation system is becoming more and more complex, and security risks are also increasing[1]. As a hidden danger of fire safety around the public, electric bicycles directly affect the social governance model which is based on collaboration, participation and common interests, and influence people’s satisfaction and wellbeing to the development of urban safety. The fire safety management of electric bicycles has become a new field and new topic of urban safety management.
