Coupling Coordination and Obstacle Factors of Scientific and TechnologicalInnovation and Low⁃Carbon Economy in the Yellow River Basin

摘要 “双碳目标”的实现需要以科技创新为支撑,同时“双碳目标”的实现过程将助推科技创新不断进步。为探究黄河流域科技创新与低碳经济的互动关系及其影响因素,基于耦合协调度模型,利用障碍因子诊断模型对黄河流域科技创新与低碳经济的耦合协调及其障碍因子进行了分析。结果表明:黄河流域科技创新和低碳经济整体呈现稳步提升的趋势,各省(区)间科技创新发展水平差距较大。科技创新与低碳经济耦合协调水平逐年向好,下游省份耦合协调度大于中上游省份。从时间维度看黄河流域科技创新与低碳经济耦合协调的一级指标平均障碍度排序依次为创新产出、绿色技术、创新投入、社会基础、生态环境,但由于区位条件、发展现状等不同,因此各省(区)关键障碍因子存在差异。 The realization of the “Double Carbon Goal” needs to be supported by scientific and technological innovation, and at the sametime, it will also promote the continuous progress of scientific and technological innovation. In order to explore the interaction between scien⁃tific and technological innovation and low⁃carbon economy in the Yellow River Basin and its influencing factors, this paper analyzed the ob⁃stacle factors in the coupling and coordination of scientific and technological innovation and low⁃carbon economy in the Yellow River Basinbased on the coupling coordination degree model and the obstacle factor diagnostic model. The results show that the overall level of technologi⁃cal innovation and low⁃carbon economy in the Yellow River Basin has shown a steady upward trend, and there is a large gap in the level oftechnological innovation development between provinces. The level of coupling and coordination between the two systems is increasing year byyear, and the degree of coupling and coordination between the downstream provinces and regions is better than that of the upper and middleregions. The order of the first⁃level obstacles for the coordination and coordination of technological innovation and low⁃carbon economy in theYellow River Basin is: innovation output, green technology, innovation input, social foundation, and ecological environment. However, dueto differences in location conditions and development status, the key obstacle factors in each province are different.
