新型举国体制是在中国特色社会主义市场经济条件下对原有举国体制的创新发展,是中国实现高水平科技自立自强的制度基础。通过在历史的纵深中回溯新中国成立以来举国体制推动科技创新发展的连续性与创新性,形成对新型举国体制发展逻辑的规律性认识,结合当前百年未有之大变局,剖析新型举国体制的时代内涵,辨析新型举国体制与传统举国体制的主要差异,明确新型举国体制的边界向度、参与主体与组织方式。

The new national system for mobilizing resources nationwide is an innovative development of the traditional national system under the condition of socialist market economy with Chinese characteristics.It is also the institutional foundation for China to achieve scientific and technological self-reliance and self-strengthening at higher level.By tracing the history of the national system to promote the development of sci-tech innovation since the founding of the People’s Republic of China,it forms a regular understanding of the development logic of the new national system.It analyzes the connotation of the new national system,analyzes the differences between the new national system and the traditional national system,and clarifies the applicable boundary,participants and organization mode of the new national system.
