县级科技局“撤并”背景下的基层科技管理创新研究

Research on Grass-Roots Science and Technology Management Innovation Under the Background of“Rescission and Merger”of County Science and Technology Bureau

县域是国民经济的基本单元和基础支撑,县级科技管理部门是国家科技创新工作的基层抓手。长期以来,中国科技管理体系呈现出“上热、中温、下冷”的现象,县级科技局在历次机构改革中不断被“撤并”。本文针对县级科技局“撤并”这一现象,在总结回顾县级科技管理体制发展的基础上,梳理2018年机构改革后县级科技局的设置情况,探究县级科技局“撤并”的主要原因,分析县级科技局“撤并”后的运行模式及带来的影响,并对县级科技管理工作的未来发展提出建议。

The county is the basic unit and basic support of the national economy,and the county-level science and technology management department is the grass-roots grasp of the national science and technology innovation work.However,for a long time,Chinese science and technology management system has shown the phenomenon of“the upper heat,the medium warm and the lower cold”,and the county-level science and technology bureaus have been“rescinded and merged”in previous institutional reforms.Aiming at the phenomenon of“rescission and merger”of county-level science and technology bureaus,based on the summary and review of the development of county-level science and technology management system,this paper combs the setting of Chinese county-level science and technology bureaus at the present stage after the institutional reform in 2018,explores the main reasons for the“rescission and merger”of county-level bureaus,and analyzes the operation mode and impact of county-level science and technology bureaus after the“rescission and merger”.Finally,it puts forward some suggestions for the future development of county-level science and technology management.
