国际科技组织运行机制研究——基于对全球100个主要国际科技组织的比较分析

Research on the Operation Mechanism of International Science and Technology Organizations——Based on a Comparative Analysis of 100 Major International Science and Technology Organizations Across the World

主导或参与国际科技组织事务,是各国介入全球科技治理、加强多边外交关系和经济合作关系建设的重要路径之一。通过对全球100个主要国际科技组织的比较研究发现,西方国家在议程设置、关键岗位任职、吸引总部落地等方面仍表现出强势的话语能力和行动能力,国际科技组织的整体发展仍呈现出“以西方为中心”的现实图景。中国应在持续提升科技原始创新能力、主导设立国际科技组织、积极参与国际标准的制定以及加强国际科技组织人才培养等方面系统加强工作布局,更加深入、全面介入国际科技组织事务,拓展中国在科技外交领域的话语空间及行动能力,为推动中国进一步参与乃至引领全球科技发展治理提供必要的平台支持与机制保障。

Leading or participating in the affairs of international science and technology organizations is one of the important ways for countries to intervene in global science and technology governance and strengthen the construction of multilateral diplomatic relations as well as economic cooperation.Through a comparative study of the Constitutions(Bylaws)of 100 major international science and technology organizations in the world,it is found that Western countries still show strong discourse ability and action skills in terms of agenda setting,occupying the core positions and attracting headquarters,while the overall development of international science and technology organizations still shows a“Western center”reality.China should strengthen its work layout in terms of continuously improving its original innovation capabilities in science and technology,leading the establishment of international scientific and technological organizations,actively participating in the formulation of international standards and strengthening personnel training in international scientific and technological organizations.It will be the key channel for China to enhance its discourse space and action skills in the field of science and technology diplomacy which will provide the necessary platform and mechanism support to promote China’s further participation and even leading in the global governance of science and technology development.
