环境规制对地区经济高质量发展的影响分析

Analysis on the Influence of Environmental Regulation on the High-quality Development of Regional Economy

为揭示地区经济高质量发展的演变趋势及空间分布特征,分析环境规制对地区经济高质量发展的影响,文章首先从五大发展理念构建指标体系,利用熵值法赋权,对2010—2019年我国30个地区经济高质量发展水平进行综合评价,并考察其空间相关性;然后采用空间杜宾模型探究环境规制对地区经济高质量发展的冲击和空间溢出效应。研究发现:2010—2019年,我国东部地区经济高质量发展水平远高于西部,地区间两极分化严重;经济高质量发展水平具有较强空间自相关关系,表现出“高—高”和“低—低”集聚特征;环境规制、人均日生活用水量和能源利用效率对经济高质量发展水平有显著正向影响,而环保人数则表现为负向影响;环境规制虽然能促进本地经济高质量发展,但是对邻近地区产生了负的空间溢出效应。

In order to reveal the evolution trend and spatial distribution characteristics of high-quality development of regional economy,and to analyze the influence of environmental regulation on high-quality development of regional economy,the paper first constructs an index system from five development concepts,and uses entropy method to assign weights,this paper evaluates the high-quality economic development level of 30 regions in China from 2010 to 2019,and examines its spatial correlation Then we use Space Dubin Model to explore the impact of Environmental Regulation on high-quality development of regional economy and its spatial spillover effect.The results show that from 2010 to 2019,the high-quality economic development level in the Eastern Region of China is much higher than that in the western region,and the polarization between regions is serious,environmental regulation,per capita daily water consumption and energy use efficiency have significant positive effects on high-quality economic development,while the number of environmental protection people has negative effects.Although environmental regulation can promote the high-quality development of local economy,it has a negative spillover effect on the adjacent areas.
