基于融合视角的城乡发展承载力测算与评价——来自安徽部分县市的年度数据

Calculation and Evaluation of Urban-Rural DevelopmentCarrying Capacity Based on Integration Perspective——Annual Data from some Cities and Counties in Anhui

以2012—2020年度安徽省16个地级市和24个县为样本,利用灰关联熵值法构建城乡承载力综合评价和匹配度模型,对综合承载力及经济承载力、环境承载及未来发展潜力承载等指标进行测算,给出安徽城乡承载力的匹配度。研究发现,综合承载力及分项指标均存在明显的地域性差异,呈现出省会合肥具有绝对优势、芜湖和滁州赶超动力强劲但其他城市发展乏力的特征。建议通过以特色城市建设为核心塑造城市引领力、以特色产业培育为核心塑造乡村承接力,并在两者基础上激发“引领—承接”过程的主观能动性,同步提升“城”与“乡”的发展潜力。

Taking 16 prefecture-level cities and 24 counties in Anhui Province from 2012 to 2020 as samples,the comprehensive evaluation and matching degree model of urban and rural carrying capacity was constructed by using grey relational entropy method,the comprehensive carrying capacity,economic carrying capacity,environmental carrying capacity and future development potential carrying capacity are calculated,and the matching degree of Anhui urban and rural carrying capacity is given. It is found that there are significant regional differences in comprehensive carrying capacity and its sub-indexes, showing that Hefei, the provincial capital, has absolute superiority, Wuhu and Chuzhou have strong driving force to catch up, but other cities are weak in development. It is suggested that the leading force of the city should be shaped with the construction of the characteristic city as the core and the carrying capacity of the countryside with the cultivation of the characteristic industry as the core, and the subjective initiative of the process of “Leading-carrying” should be stimulated on the basis of the two, promoting the development potential of “City” and “Township” simultaneously.
