本研究分析了中国转基因作物发展进程中存在的风险和法规问题,包括市场监管法规体系待持续优化、转基因作物产业化风险尚未明确以及转基因作物安全保护体系不健全,这些问题显著制约了中国转基因作物产业化的长远发展。为此,本研究提出可通过强化转基因作物法规道德建设、完善转基因作物安全立法等级、严格把控转基因作物管理机制等相关的法规治理策略对现有法规体系进行优化,进一步提升国家法规治理效力,推动中国转基因作物市场更为长远的发展。

This study analyzed the risks and le ga l problems existing in the development of transgenic crops in China, including: the market supervision and regulation system needs to be continuously optimized, the risks of the industrialization of transgenic crops have not been identified, and the safety protection system of transgenic crops is not perfect. These problems significantly restricted the long-term development of China’s transgenic crop industrialization. Therefore, this study proposes to optimize the existing regulatory system by strengthening the construction of laws and ethics on genetically modified crops, improving the level of safety legislation on genetically modified crops, strictly controlling the management mechanism of genetically modified crops and other relevant regulatory governance strategies, so as to further enhance the effectiveness of national regulatory governance and promote the long-term development of China’s genetically modified crop market.
