中国省际产业转移对碳效率的影响分析

An Analysis of the Impact of China Interprovincial Industrial Transfer on Carbon Efficiency

本文以“双碳”目标为背景,以碳效率作为评价指标,选取产业转移这一研究视角,探究省际产业转移过程中驱动提升碳效率的路径选择,旨在为实现工业领域碳达峰,推进绿色低碳高质量发展提供政策优化思路与方向。在运用两阶段指数分解法得到碳效率驱动效应的基础上,通过理论和实证分析得出中国省际产业转移影响碳效率的方向、路径及其空间特征。结果表明:当前中国省际产业转移对碳效率的影响处于抑制阶段,但工业企业转出有利于碳效率的提升;这一影响主要通过要素替代和技术进步效应路径实现,且存在空间溢出效应,对关联省市的碳效率产生同向影响。基于此,提出推动跨区域碳排放治理联动、鼓励低碳技术创新与应用和完善生产要素的配套保障机制等政策性建议。

This paper focuses on the double-carbon target, taking carbon efficiency as the evaluation index, so as to explore the paths of improving carbon efficiency in China from the perspective of industrial transfer.The aim is to provide policy optimization ideas for achieving the industrial carbon-reaching peak, and promoting the green, low-carbon and high-quality development.After measuring the driving paths of carbon efficiency by two-stage exponential decomposition method, this paper analyzes the direction, patterns and spatial impacts on Chinese carbon efficiency through both theoretical and empirical analysis.The results show that: the impact of inter-provincial industrial transfer on carbon efficiency in China is in the inhibitory stage now, but the transfer out of industrial enterprises is conducive to improving carbon efficiency.The mainly paths we identified are factor substitution and technological progress impacts.Meanwhile, this process also produces a spatial spillover effect, which has a simultaneous influence on the related provinces or cities.Based on those results, this paper put forward some suggestions for carbon emission control, which include promoting cross-regional coordination in carbon emission governance, encouraging the innovation and application of low-carbon technologies, as well as improving the supporting guarantee mechanisms for factors of production.
