人力资本结构高级化与经济高质量发展--基于中国城市面板数据

Human Capital Structure Upgrading and High-quality Economic Development:Based om the Panel Data of Chinese Cities

文章运用2009-2020年中国288个地级市数据,探讨了人力资本结构高级化和经济高质量发展之间的关系。研究发现:人力资本结构高级化能显著提高经济高质量发展水平;在进行工具变量回归缓解内生性问题以及进行一系列稳健性检验之后,上述结论依然成立。异质性检验结果表明:人力资本在教育资源稀缺、就业机会较多的城市能更好的成为驱动经济高质量发展的关键要素,这些城市应加快建设高水平科研教学平台、为人力资本提供就业基础,使其更好服务实体经济,助力经济高质量发展。中介效应模型结果表明:人力资本结构高级化能通过调整产业结构、促进城市创新创业质量来促进经济高质量发展。文章还构建空间计量模型检验人力资本的外溢性,周边城市人力资本高级化也能对本城市的高质量发展产生积极影响,具有显著的溢出效应。

This paper uses the data of 2009-2020 Chinese prefecture level cities to explore the relationship between the upgrading of human capital structure and high-quality economic development.It is found that the upgrading of human capital structure can significantly improve the level of high-quality economic development;After the regression of instrumental variables to alleviate endogenous problems and a series of robustness tests,the above conclusions are still valid.The heterogeneity test results show that human capital can better become the key factor to drive the high-quality economic development in cities with scarce educational resources and more employment opportunities.These cities should speed up the construction of high-level scientific research and teaching platforms,provide employment basis for human capital,make it better serve the real economy and help the high-quality economic development.The results of intermediary effect model show that the upgrading of human capital structure can promote high-quality economic development by adjusting industrial structure and promoting the quality of urban innovation and entrepreneurship.This paper constructs a spatial econometric model to test the spillover of human capital.The upgrading of human capital in surrounding cities can also have a positive impact on the high-quality development of the city,which has a significant spillover effect.The relevant conclusions of this paper provide decision-making and reference for policy-making,which has certain theoretical and practical significance.
