基于集聚度的安徽省卫生资源配置公平性分析

Equity Analysis of Health Resource Allocation in Anhui Province based on Agglomeration Degree

目的评价安徽省卫生资源配置情况,为缩小区域性差异、改善卫生资源配置公平性提供参考。方法引入集聚度概念对安徽省卫生资源配置情况进行评价。结果安徽省卫生资源配置现状可以基本满足当地人民群众的基本医疗服务需求。经济发达地区卫生资源配置公平性要优于经济欠发达地区。合肥、安庆和阜阳3市卫生资源集聚度均达到2.0以上,表明其卫生资源按地理面积配置的公平性最高;黄山、池州、宣城3市按人口配置的卫生资源集聚度均在0.5以下,提示其卫生资源按地理面积配置处于不公平状态。结论应从加大财政投入力度、鼓励多元办医格局、推动薪酬制度改革、提高资源配置效率等方面逐步提高安徽省卫生资源配置的公平性。

Objective:To evaluate the health resource allocation in Anhui Province and provide references for reducing regional differences and improving the fairness of health resource allocation.Method:The concept of agglomeration degree was introduced to evaluate the allocation of health resources in the province.Result:The allocation of health resources in Anhui Province can basically meet the needs of local people for basic medical services;The fairness of health resource allocation in economically developed areas is better than that in economically underdeveloped areas;and the agglomeration degree of health resources in Hefei,Anqing and Fuyang all reached above 2.0,indicating the fairness of health resources allocation by geographical area was the highest.The agglomeration degree of health resources allocated by population in Huangshan,Chizhou and Xuancheng is all below 0.5,suggesting that the allocation of health resources by geographical area is in an unfair state.Conclusion:The fairness of health resource allocation in Anhui Province should be gradually improved from the aspects of increasing financial investment,encouraging the diversified pattern of medical management,promoting the reform of salary system and improving the efficiency of resource allocation.
