制定统一的可单独收费耗材目录,可推动耗材注册、采购、结算、使用、计费、支付、评价的协同联动管理。本文梳理了国家层面对可单独收费医用耗材目录管理的相关政策,比较了典型地区可单独收费医用耗材目录管理实施方案,获得了统一制定、动态调整可单独收费医用耗材目录的启示:完善全国医疗服务价格项目规范,统一作为除外内容的可单独收费耗材目录;加强医院内部控制管理,促进可单独收费的一次性耗材严格准入、合理使用。

The development of a unified catalogue of consumables charged separately can promote the coordinated management of consumables registration,purchase,settlement,use,billing,payment and evaluation.In this paper,the relevant national policies on the management of the catalogue of medical consumables charged separately are reviewed,and the implementation plans for the management in typical areas are compared.The enlightenment of unified development and dynamic adjustment of the catalogue of medical consumables charged separately is obtained:the standard of national medical service price items will be improved,and the list of consumables that can be charged separately as an exception be unified by strengthening the internal control and management of hospitals,and promoting the strict access and rational use of disposable consumables that can be charged separately.
