大数据背景下提升高校纪检监察工作实效性研究

Research on Improving the Effectiveness of Discipline Inspection and Supervision in Colleges and Universities in the Big Data Background

十八大以来,党中央多次提出要用好大数据,增强利用数据推进各项工作的本领。高校纪检监察工作融合大数据技术,既是大数据时代提升纪检监察工作实效性的必然趋势,也是应对当前腐败现象复杂性、隐蔽性、智能化等新挑战的内在要求。高校纪检监察工作中的大数据嵌入,能够实现理念革新、制度耦合以及技术赋能的绩效,但在工作实践中,大数据的创新运用也存在一定的技术限度,具体表现在路径依赖与模式创新之间的冲突、客观数据与主观语境之间的矛盾、工具理性与价值理性之间的割裂以及智慧纪检与技术风险之间的问题等。为应对新时期新挑战,高校纪检监察必须进一步优化大数据技术应用的路径,打破思维惯性、加强顶层设计、完善技术方法,实现价值理性和工具理性的统一。

Since the 18th National Congress of the Communist Party of China,the Central government has repeatedly instructed us to make good use of big data to enhance the data-using ability to boost various work.The combination of big data technology with discipline inspection and supervision in colleges and universities is not only an inevitable trend to improve the effectiveness of discipline inspection and supervision in the era of big data,but also an internal requirement to cope with the complexity,concealment,intelligence of current corruption and other new challenges it has brought about.The application of big data in the discipline inspection and supervision in colleges and universities can renew our ideology,innovate the system and empower technology with new energy.However,in work and practice,the innovative application of big data also has certain technical limitations,which are specifically reflected in the conflict between methodological dependence and mode innovation,the conflict between objective data and subjective context,the separation between tool rationality and value rationality,and the problem between intelligent discipline inspection and technical risk.To meet new challenges in the new era,staff member in the sector of discipline inspection and supervision in colleges and universities must further optimize the methodologies of big data technology application,break away from cliched ideas,strengthen top-level design,improve technical methods,and achieve the unity of value rationality and tool rationality.
