摘要
目的了解和掌握喀什地区疾病预防控制机构免疫规划人力资源现况,为卫生健康行政部门制定改善免疫规划人力资源配置策略提供依据。方法采用问卷调查的方法,从机构和工作人员2个层面调查分析2019—2020年喀什地区疾病预防控制机构免疫规划人员配置情况。结果2020年喀什地区疾控机构共有免疫规划人员32名,较2019年减少7名,人员流失率为17.95%。每万名7岁以下儿童拥有0.45名免疫规划人员,每万km^(2)拥有2.33名免疫规划人员。按照7岁以下儿童数和各县(市)区域面积测算各县(市)免疫规划人员配置差异性的基尼系数分别为0.2239、0.2336。结论喀什地区疾病预防控制机构应补足各县(市)疾病预防控制机构从事免疫规划人员的数量缺口,优化队伍结构,稳定在岗人员队伍,降低人员流失率。
Objective To know and grasp the current status of the human resource allocation of expanded program on immunization(EPI)in disease control and prevention institutions of Kashgar Prefecture so as to provide reference for the improvement of human resource allocation of immunization program in health administration departments.Methods Questionnaire investigation was used for institutional and individual level.Data of EPI working staff allocation in disease control and prevention institutions of Kashgar Prefecture from 2019 to 2020 were investigated and analyzed.Results There were 32 EPI working staff in the disease control and prevention institutions of Kashgar Prefecture in 2020,with the decrease of 7 staff in 2019.The personnel turnover rate was 17.95%.The EPI working staff per 10000 children under 7 years old and per 10000 km^(2)was 0.45 and 2.33 respectively.The Gini coefficient by children under the age of7 years old and by the regional area was 0.2239 and 0.2336 respectively.Conclusion The disease control and prevention institutions of Kashgar Prefecture should fill the gap in the number of personnel engaged in EPI in disease control institutions,optimize team structure,stabilize on-the-job staff,and reduce the turnover rate.
