矿业权出让收益金是为了实现国家作为自然资源所有者的经济利益,也是保护与合理利用矿产资源的重要手段之一,文中分析了矿业权出让收益金实施5年来的存在的问题,矿业权出让费用的提前发生以及征收范围的扩大,占用了资本投入资金,增加了生产成本和项目开采风险,严重制约了国家急需的重要的资源开采,对矿业权出让收益金制度改革提出思考。

Revenue from mining right transfer is economic interest of a country,the owner of natural resources,and an important way to ensure the protection and rational exploitation of mineral resources.The paper analyzes the problems of mining right transfer which was implemented five years ago.Early and extended mining right transfer fees,parts of investment,make more production costs and excavation risks,seriously restricting the exploitation of important resources urgently needed by the country.The paper puts forward thought on the reform of the system of mining right transfer revenue.
