北京市水资源利用效率评价指标体系构建研究

摘要 北京市作为特大型城市,水资源禀赋较差,人均水资源量极低,供需矛盾显著,对水资源利用效率的要求更高。水资源利用效率评价体系是有效提高水资源利用效率的基础,以北京市近年来统计的用水效率相关指标为依据,针对北京地区供用水现状,基于层次分析法构建水资源利用效率评价指标体系,对2014—2018年水资源利用效率进行评价。结果表明,自2014年以来,北京市用水效率逐年提升,利用效率得分由1.96升至4.31,产业结构的优化升级及南水北调来水引入是水资源利用效率提升的主要原因。本次构建的水资源利用效率指标评价体系可为北京市及类似省市地区水资源利用效率的提升提供有效的建议。 As a super-large city,Beijing has poor endowment of water resources,extremely low per capita water resources,and more significant contradiction between supply and demand,there are higher requirements for the utilization efficiency of water resources in Beijing.The evaluation system of water resources utilization efficiency is the basis for effectively improving water resources utilization efficiency.Based on the relevant indicators of water use efficiency statistics of Beijing in recent years,this paper aims at the current situation of water supply in Beijing area.Based on the analytic hierarchy process,the evaluation index system of water resources utilization efficiency is constructed to evaluate the water resources utilization efficiency of Beijing from 2014 to 2018.The results show that since 2014,the water use efficiency in Beijing has increased year by year,and the score of utilization efficiency has increased from 1.96 to 4.31.The optimization and upgrading of industrial structure and the introduction of water from the south-to-north water diversion project are the main reasons for the improvement of water resources utilization efficiency.The index evaluation system of water resources utilization efficiency constructed in this paper can provide effective suggestions for the improvement of water resources utilization efficiency in Beijing and similar provinces and cities.
