皖北地区乡村振兴中的“她力量”——基于颍上县村嫂理事会的分析

“Her Power” in Rural Revitalization in Northern Anhui: An Analysis of the Village Sisters-in-law Council in Yingshang County

社会组织是推动社会治理重心向基层下移,实现政府治理和社会调解、居民自治良性互动的重要力量。在空心化较为严重的皖北农村地区,广大的留守妇女在乡村振兴过程中是一支被忽视的柔性力量。本文以颍上县“村嫂理事会”志愿服务社会组织为例,探寻该组织在颍上县乡村振兴中的社会功能,分析该组织在参与社会治理过程中面临的困境、启示与思考,以探索在乡村振兴过程中,通过“增权赋能”提高女性社会生活的参与成效,发挥女性群体在基层社会治理中的作用,推动新时代乡村立体化建设水平的全面提升。

Social organizations are an important force to push the focus of social governance down to the grass-roots level and realize the benign interaction between government governance, social mediation and residents’ autonomy. In the increasingly hollow rural areas of northern Anhui, the majority of left behind women are a neglected flexible force in the process of rural revitalization.Taking “Village Sisters-in-law Council” volunteer service cooperative organization in Yingshang County as an example, this paper explores the organization’s “her power” in the rural revitalization of Yingshang County, analyzes the difficulties, enlightenment and thinking faced by social organizations in the process of participating in social governance, so as to explore how to improve the participation effect of women in social life through “empowerment” in the process of rural revitalization, and play the role of women groups in grass-roots social governance. To promote the overall improvement of three-dimensional rural construction in the new era is also the core of constantly improving the grass-roots social governance structure.
