A Three-dimensional Survey of Rural Land Reform in the New Era:Background, Theory and Practice

以中国特色社会主义政治经济学视角对新时代农村土地改革进行背景、理论、实践三维审视。背景审视剖析开展新时代农村土地改革的原因——应对农业现代化发展缓慢、解决农民与土地关系、助力实施乡村振兴战略的有利方法;理论审视论证包括三权分置、农村土地确权颁证、多种形式适度规模经营等在内的新时代农村土地改革具体政策充分彰显了“共同富裕”、“改革、发展、稳定三统一”以及“发展社会主义市场经济”中国特色社会主义政治经济学原则;实践审视说明未来新时代农村土地改革仍需从完善土地经营权流转机制、发挥试点模范引领作用、打造高质量农村人才队伍方面继续改进相关政策,推动改革取得新成效。

From the perspective of political economy of socialism with Chinese characteristics, this paper examines the background, theory and practice of rural land reform in the new era. The first is a background view that rural land reform in the new era is a realistic measure to cope with the slow development of agricultural modernization, an institutional exploration to solve the background relationship between farmers and land, and a practical support to help implement the rural revitalization strategy. The second theoretical review shows that the rural land reform in the new era consists of five main reform contents,namely, the separation of the three rights, the confirmation and certification of rural land rights, and the development of various forms of moderate scale operation, which adhere to the principle of "common prosperity", the principle of "reform, development and stability" and the principle of "developing socialist market economy". Its practice, a new era of rural land reform in the target and reality level achieved results, but also new problems facing new challenges at the same time, need to improve the land circulation mechanism, play a pilot model leading role, make high quality rural talent on path including perfect,continuously push forward the reform have made new achievements.
