北京市地下水禁采区和限采区划分及管理措施研究

Delimitation of groundwater forbidden and limited mining area and regional management measures in Beijing

根据水利部《全国地下水超采区评价技术大纲》要求,结合北京市地下水开发利用情况,在2001—2015年北京市平原区地下水超采区评价的基础上,以切实可行为原则,综合考虑地下水管理要求和确保重要工程设施安全的要求,基于现有的管理条例、法规和规范,确定了北京市地下水禁采区和限采区划定标准;划定了评价期内北京市地下水禁采区面积1 461 km2,限采区面积5 152 km2;并对地下水禁采区和限采区提出了地下水分区管理措施,为地下水管理提供参考。

According to standard of Evaluation technical outline of National groundwater overdraft area,and combined with the situation of groundwater development and utilization in Beijing,the research is carried out on the basis of the evaluation of groundwater overexploitation areas in Plain areas of Beijing from2001 to 2015.In accordance with practical principles,the requirements of groundwater management and the requirements of ensuring the safety of important engineering facilities are comprehensively considered.Based on the groundwater management regulations,regulations and norms,the delimitation standards of forbidden and restricted groundwater mining areas in Beijing are determined.The area of forbidden groundwater mining in Beijing is 1 461 km~2 and the area of restricted groundwater mining is 5 152 km~2.The groundwater zoning management measures are put forward for forbidden and restricted groundwater mining areas.
