油气“全国一张网”构建所存在问题及方法论探讨 被引量:10

摘要 构建“全国一张网”对实施国家油气体制改革、能源安全新战略及建设全国统一大市场意义重大。通过研读国家发改委和能源局2022年发布的《“十四五”现代能源体系规划》,梳理油气基础设施建设和运营面临的痛点,借鉴国家电网智能电网建设及阿里云企业数字化转型工业大脑实践经验,提出“全国一张网”的定义和内涵,建议构建“全国一张网”油气资源市场预测与分析模型、天然气物流平衡优化模型、天然气管网水力系统分析优化模型、价值评估模型、地理信息系统及管网布局方法论。从而实现“全国一张网”相关数据、算法、算力在全社会的共建、共享,推动“全国一张网”的构建,助力建设全国统一油气大市场改革目标的实现。 It is of great importance to establish the One Pipeline Network(OPN) to implement the national oil and gas system reform and the new national energy security strategy, as well as to build a unified national market. Herein, the pain spots faced by the construction and operation of oil and gas infrastructures were summarized by studying the 14th Five Year Plan for modern energy system issued by the National Development and Reform Commission and the National Energy Administration in 2022. Meanwhile, the definition and connotation of OPN was proposed by referring to the practical experience in construction of intelligent power grid of the State Grid and Alibaba Cloud’s industrial brain for digital transformation of enterprises. Thereby, it was recommended to establish the market prediction and analysis model of oil and gas resources, the natural gas logistics balance and optimization model, the analysis and optimization model of natural gas pipeline hydraulic system, the value evaluation model, the geographic information system and the network layout methodology for OPN, so as to realize the co-construction and sharing of relevant data, algorithm and computing power in OPN, promote the establishment of OPN, and achieve the reform goal of building a unified national oil and gas market.
