Quantitative Research on Financial Support Policies for the Elderly Care Service System

完善金融支持政策是构建养老服务体系、更好应对人口老龄化挑战的关键一环。文章以2013年9月至2022年2月的34份养老服务体系金融支持政策文件为样本,采用内容分析法,基于政策工具视角构建“工具-对象-战略”分析框架,解析养老服务体系金融支持政策特征与薄弱点。研究发现,养老服务体系金融支持政策工具分布以混合型为主、以自愿型与强制型为辅,存在对金融机构执行政策的激励偏弱、与战略衔接不足等问题,建议以促进政策执行和强化战略衔接为导向调整政策工具类型并完善金融支持政策。

Improving the financial support policies is a key part of building the elderly care service system and better coping with the challenges of population aging.Taking 34 policy documents of financial support for the elder⁃ly care service system from September 2013 to February 2022 as a sample,this paper adopts the content analysis method,constructs a policy tool analysis framework of“tool-object-strategy”based on the perspective of policy tools,and conducts an in-depth analysis of the features and weaknesses of financial support policies for the elderly care service system.It is found that the distribution of policy tools in the financial support policies for elderly care service system is dominated by mixed policies,supplemented by voluntary and compulsory policy tools,and there are some problems such as weak incentives for financial institutions implementing policies,and insufficient connec⁃tion between policy tools and the strategy.It is recommended to adjust the types of policy tools and improve finan⁃cial support policies by promoting policy implementation and strengthening strategic connection.
