电网企业应急救援基干分队应急能力提升研究——以台风为例

Research on Improving Capabilities of Grassroots Emergency Team Taking Typhoon as an Example

为提升电网行业的应急能力并使其基干分队能更快速、准确、有效地开展救援工作,真正的在应急救援中起到应对灾害风险第一道屏障的作用。从基干队员胜任力的视角分析基层救援队伍应急能力,以台风应对为例构建“辨识突发事件—分析突发事件情境—建立应急能力目标—提升应急知识和技能”的能力提升方法,基于美国联邦应急管理局的应急能力图谱和企业应急救援实践经验,系统地辨识了基干队伍应对超强台风时的关键任务、应急能力及保障应急能力所应具备的知识和技能。

In order to improve emergency capabilities of the power grid industry so as to make its grassroots emergency teams can carry out rescues rapidly, accurately and effectively, and play the first barrier role in emergency rescue, in this paper, emergency capabilities of grassroots teams were analyzed from the view of the competency of grassroots teams. The typhoon was taken as an example to construct a capability enhance method of "identifying the emergency, analyzing emergency scenarios, constructing emergency capability objects, and enhancing emergency knowledge and skills". The key tasks, emergency capability, and knowledge and skills required for grassroots team in response to the super typhoon were systematically identified based on the FEMA’s emergency capability graph and the practice experience of the enterprise emergency rescue.
