Technical Points and Case Analysis of Design Budget Review

自我国在政府投资项目中推行限额设计以来,仍有不少项目存在投资超概,需要对设计概算批复进行调整,从而降低了建设资金使用效益。对比多个项目,造成投资超概是多种因素叠加影响的,设计概算精准度低是导致后期建设成本超出设计概算的一个重要因素。本文总结设计概算审核的技术要点,结合笔者从事的实际项目案例,就如何提高政府投资项目的设计概算精准度和建设资金使用效益进行探讨与分析。

Since the implementation of quota design in government invested projects,there are still many projects with investment overruns,which need to be adjusted in the approval of design budget estimates,thus reducing the use efficiency of construction funds.Compared with many projects,the investment overruns are caused by multiple factors,and the low accuracy of design budget estimates is an important factor that causes the later construction costs to exceed the design budget estimates.This paper summarizes the technical points of the design budget review,discusses and analyzes how to improve the accuracy of the design budget estimate and the efficiency of the use of construction funds for government invested projects in combination with the actual project cases in which the author is engaged.
