新型城镇化:十年总结与远景展望

New-type Urbanization: A Ten-year Summary and A Long-term Outlook

自2013年党中央将“人”确立为城镇化的核心以来,中国特色新型城镇化道路已经走过了十年的发展历程。这十年,人的城镇化建设创造了历史性成就,“四化同步”建设取得了重要突破,城镇化空间布局持续优化,绿色转型迈出了坚实步伐,文化建设成为城市更新的重点,开创了一条以人为本、“四化同步”、优化布局、生态文明、文化传承的中国特色新型城镇化道路,进入了城镇中国时代。2035年能否基本实现社会主义现代化的远景目标,在很大程度上取决于未来中国城镇化的发展水平及其质量。充分借鉴过去十年的成功经验,由此可提出未来中国城镇化建设的基本方向:一是坚持以人为本,充分发挥城镇化的共同富裕效应;二是推进“四化同步”,着力建成现代化经济体系;三是因时因地制宜,抓住优化城镇化空间布局的窗口期;四是加快绿色发展,实现生态环境根本好转;五是在推进文化城镇化进程中,进一步提升国家文化软实力。

Since the Communist Party of China put forward “people-oriented urbanization” in 2013, China has created a new urbanization path with Chinese characteristics, which aims at integrating the development of industrialization, informatization, urbanization and agricultural modernization, improving the spatial layout, carrying forward Chinese culture. In the past ten years in China, citizenization has created historic achievements, important breakthroughs have been made in the simultaneous construction of urbanization, industrialization, informatization and agricultural modernization, the spatial layout of urbanization has continued to be optimized, green transformation has taken solid steps, and cultural construction has become the focus of urban renewal. Since urban population accounts for the majority, whether China could basically achieve socialist modernization by 2035, largely depends on the quality of China’s urbanization in the future. Based on the successful experience of the past ten years, China needs to do the followings: first, put people first and give full play to the role of urbanization in promoting common prosperity;second, promote the simultaneous development to build a modern economic system;third, seize the period of opportunity to optimize the spatial layout;fourth, accelerate green growth and achieve a fundamental improvement in the ecological environment;fifth, strengthen cultural construction in the process of urbanization to build a China full of cultural heritage.
