共同富裕视角下深入推进基本养老保险制度改革的思考

Thoughts on Further Promoting the Reform of Basic Old-age Insurance System from the Perspective of Common Prosperity

中共十九届六中全会再次强调,立足新发展阶段,不断推进共同富裕。完善社会保障制度体系是实现共同富裕的重要方式,而基本养老保险作为其中代表性的制度,因其较强的收入再分配功能,在促进共同富裕方面发挥着积极作用。基于文献梳理和案例分析,从养老保险调节收入差距的角度,深入剖析中国当前基本养老保险制度存在的区域差异明显、制度间待遇差距显著、养老金收支失衡等问题及其成因,并提出路径建议:提高养老保险统筹层次,缩小制度间待遇给付差距,扎实推进制度增长机制,积极落实延迟退休年龄政策,发挥养老保险在促进共同富裕方面的作用。

The Sixth Plenary Session of the 19th CPC Central Committee once again stressed that we should continue to promote common prosperity based on the new stage of development. Improving the social security system is an important way to achieve common prosperity. As a representative system, basic endowment insurance plays a positive role in promoting common prosperity because of its strong income redistribution function. Based on literature review and case analysis, from the perspective of pension insurance adjusting income gap, this paper deeply analyzes the problems and causes of China’s basic pension insurance system, such as obvious regional differences, significant treatment gap between systems, pension revenue and expenditure imbalance, and puts forward path suggestions: improve the overall planning level of pension insurance, narrow the treatment and payment gap between systems, solidly promote the system growth mechanism, and actively implement the policy of delaying the retirement age, Give play to the role of endowment insurance in promoting common prosperity.
