高等职业教育在民族地区高质量发展中的战略定位和实践策略

Strategic Positioning and Practical Strategies of Higher Vocational Education in the High-Quality Development of Ethnic Areas

分析政策话语和学理探讨发现,民族地区高质量发展主要包括创新发展、协调发展、绿色发展、开放发展、共享发展五个基本维度。从高等职业教育与民族地区高质量发展基本维度的耦合关系看,高等职业教育是民族地区创新发展的助推器、协调发展的融合剂、绿色发展的孵化器、开放发展的催化剂、共享发展的立交桥。根据高等职业教育在民族地区高质量发展中的战略定位,应该从教师的职业能力、高职院校的服务能力、职业教育的吸引能力三个方面提升高等职业教育的内生发展动力,以便切实推动民族地区高质量发展。

Based on the analysis of policy discourse and theoretical discussion,it is found that the high-quality development of ethnic areas mainly includes five basic dimensions:innovative development,coordinated development,green development,open development and shared development.From the coupling relationship between higher vocational education and the basic dimensions of high-quality development in ethnic areas,higher vocational education is the booster of innovative development in ethnic minority areas,the fusion agent of coordinated development,the incubator of green development,the catalyst of open development and the overpass of shared development.According to the strategic positioning of higher vocational education in the high-quality development of ethnic areas,the endogenous development power of higher vocational education can be promoted from three aspects:teachers’professional competence,service ability of higher vocational colleges,and attraction ability of vocational education,so as to effectively promote the high-quality development of ethnic areas.
