摘要
[目的/意义]探讨我国健康医疗大数据相关政策体系的侧重点与不足,为优化完善健康医疗大数据发展政策提供参考。[方法/过程]采用内容分析法对我国中央政府出台的27份健康医疗大数据政策文本展开研究,以政策工具理论为基础,构建政策工具X维度、政策目标Y维度二维政策分析框架,梳理我国现有的健康医疗大数据政策现状。[结果/结论]政策工具维度,供给面与环境面政策工具应用比例较大,需求面政策工具应用相对较少;政策目标维度,加强数据保障、深化数据应用类政策较多,夯实数据基础及推动数据服务类政策偏少。政府应强化需求型政策工具的使用,注重各个政策目标间政策工具使用的平衡。
[Purpose/significance]The paper discusses the focus and deficiency of China’s health care big data related policy system so as to provide reference for optimizing and improving health care big data development policies.[Method/process]The paper uses content analysis method to study 27 health care big data policy texts issued by the central government of China.Based on the theory of policy tools the paper builds a two-dimensional policy analysis framework of policy tools X dimension and policy objectives Y dimension to sort out the current situation of China’s existing health care big data policies.[Result/conclusion]In the dimension of policy tools the proportion of application of policy tools on the supply side and the environment side is large and the application of policy tools on the demand side is relatively small;In the dimension of policy tools the proportion of application of policy tools on the supply side and the environment side is large and the application of policy tools on the demand side is relatively small;In terms of policy objectives there are more policies to strengthen data security and deepen data application but fewer policies to consolidate data foundation and promote data service.The government needs to strengthen the use of demand based policy tools and pay attention to the balance of the use of policy tools among various policy objectives.
