Shanghai’s Comperhensive Construction of a Safe and Resilient City:Experience, Problems and Strategies

按照复杂适应性理论,重新审视整体国土结构和社会状况,树立“共存—适应”的演进韧性理念。面对城市中的人、建筑、社区、区域等多样化主体的本质安全和自适应特性,要高度重视并做好不同风险灾害的预防体系建设,更要从政治、经济、社会、生态、文化等多个维度,“放弃先入为主的观念,随时做好最坏的打算”,避免灾害发生后的“没想到”,把风险灾害的危害降到最低,并在每次灾难后实现城市功能的快速恢复和重建,让城市在灾难风险面前不断走向强大、安全、韧性。

According to the theory of complex adaptability,we should re-examine the overall land structure and social conditions,and establish the concept of“coexistence adaptation”.In the face of the inherent safety and adaptive characteristics of people,buildings,communities,regions and other diversified subjects in the city,we should attach great importance to and do a good job in the construction of the prevention system for different risk disasters,and more importantly,from the political,economic,social,ecological,cultural and other dimensions,“give up the preconceived concept,and prepare for the worst at any time”to avoid the“unexpected”after the disaster,and minimize the harm of risk disasters,and realize the rapid recovery and reconstruction of urban functions after each disaster,so that the city can become strong,safe and resilient in the face of disaster risks.
